Minister of solidarity and social cohesion presented a communication on the implementation plan of development of the young child 2009-2012 mid-term.

In 2010, the France experienced an exceptional increase in the fertility rate. He again exceeds the symbolic threshold of two children per woman, with a total of 828 births. This very positive outcome shows the effectiveness of French family policy.

This policy, to support the birth rate in France and facilitate the reconciliation of family and professional life, the Government has set for objective the creation of 200,000 individual and collective custody solutions further in four years, for the period 2009-2012.

Concerning the collective home approximately 40.300 new places were created in two years: 20.303 places in 2009 and nearly 20,000 in 2010. That rate of creation is expected to continue in 2011.

These places have provided parents with additional home solutions, which have benefited approximately 46 000 children in 2009 and 2010 or total 1.121.775 children. Indeed, many parents not needing a home throughout the day as well as for each business day, effective management of the collective structure to accommodate on average two children for a place.

On the other hand, the measures taken for the development of the individual home also give satisfactory results, with a total of approximately 41.900 new places created in two years: 21.200 tickets in 2009 and 20.700 in 2010.

The Government's objective is to meet the diverse expectations and needs of families, including the development of modes of home innovative and diverse, such as maternal assistants houses and the micro-crèches.

To fund this development plan, the financial means have been strongly increased in the convention of objectives and management 2009-2012 agreement between the State and the National Fund for family allowances. This agreement provides a very significant increase of the annual envelope of the national fund for social action, which will increase from EUR 3.7 billion in 2008 to almost EUR 5 billion in 2012.
