All children and adolescents living in our country have the right to have access to an advocate independent and dedicated to the defence and promotion of human rights.

March 6, 2000, the Parliament voted the creation of a defender of children, independent authority responsible to defend and promote the human rights of children in the International Convention of the rights of the child passed by the United Nations in 1989 and ratified by the France in 1990.

10 Years this institution represented successively by Claire BRISSET and Dominique VERSINI then intervened as an interinstitutional Ombudsman for more than 22,000 children whose rights were not respected by a Government or a private person or children who had no rights. It has also emerged as a constructive force legislative and regulatory proposals and stop public authorities sometimes.
