In a provincial population of 7.5 million, up to 30 000 children were abducted from their families by the authorities in 2006, found at secret trial and placed in State institutions or forced adoption programs. The majority of children trapped in the system remain without communication with their parents and relatives, are often physically, sexually and emotionally abused, kept up the majority (18 years) and the date of their 18th birthday, dropped in the streets of the city.

Years of secrets and a total lack of control have resulted in a culture of impunity and corruption among bureaucrats and judges, which destroyed the lives of hundreds of thousands of children and their families. Survivors broken, prevented from revealing corruption and abuse under threat of charges in the courts and prison sentences, have created a constant succession of hate and broken families, thus ensuring a permanent trading for l´Etat. Trading with children in Quebec today represents a growing industry, listed in more than a billion US dollars a year, to finance officials, judges, lawyers, social workers, psychologists, pharmacists, and temporary holders of parental authority.

No other country or region in the Western world removes all children from their parents by force. Removal per capita in Québec rate is 2.5 times higher than in Sweden, 6 times higher than in Britain and 17 higher than that in Spain.

A State which intervenes in an uncontrolled manner, put the money of taxpayers, the interests of bureaucrats and the judiciary over the interests of children and their families. The expansion of judicial and departmental budgets, the creation of local power bases corrupted, and the advancement of lucrative careers, have led to systematic abuse and some of the most terrible scandals in America...

The rate of suicide in Quebec is currently among the highest of the Western world and the most important component: the victims of the service of assistance to children (Department of Protection of)

(youth, known as the "dpj"). Other symptoms of the failure of the interventionist policies of the State are an aging population, the dénatilité among the families of strain, the development of a numeraire super bureaucracy more of half a million civil servants, taxes and the highest debt per capita in North Americarampant corruption in rural areas, the exodus of private capital and labour, etc.

A public network of informants (informers) reported more than 70,000 children and their parents to the authorities of the "DPJ", in the year 2005. Delays and absences at school, diseases, cuts, scratches, dirty dishes, soiled clothes, books, journals, or politically incorrect paintings, can be considered as valid indicators for a charge of child abuse. If their lack reason, the risk of possible emotional or physical abuse is used by the workers of the DPJ to children. Without evidence claimed to keep and lock up children, YPD officials work side by side with a justice system corrupt, to attack and to silence opponents, and thus justify increasing budgets.

Children are taken in families considered vulnerable or naive and who have the least opportunities to resist. Parents who have suffered an accident, illness, separation, divorce and those considered as having a "marginal" way of life (for example, do the school at home), these are the favorite targets. Previously stable children are candidates of choice, because it is easier to keep them in institutions. They thus become better adoption candidates. To ensure permanent funding of the DPJ and judicial budgets, the placement of children with their extended families or with relatives, is blocked.

The workers of the DPJ, escorted by police, arrived in homes or schools to take children. It said naïve parents that children will be taken temporarily for evaluation, but later, they will not return to the family home. The official mandates of the tribunals are a seal affixed by clerks, without any evidence in support. In many cases, children are caught without a warrant issued by a court or with false documents with allegations and fraudulent signatures.

Parents, who are opposed to the abduction of their children, are charged with obstruction of justice. This natural reaction will be then presented before the courts as evidence of their inability as parents. Parents who opposed no resistance are presented as flippant, little magnets, not protectors, secondment and emotionally uncomfortable. All this will be then used for the confinement of children or their forced adoption.
Once the children are in the custody of the DPJ and its institutions, often in closed isolation, interrogation and the attacks on the reputation of parents begin in secret hearings. Without the weight of evidence and in complete impunity, collusion, corruption, fraud and psychological pressures are used systematically to deteriorate the links between parents and children, thus refreshing the distress necessary to justify the extension of the detention of children. Most of the detained children are never returning to their biological parents. Families and see even those who work within the system, who are opposed to the proceedings, who are trying to appeal, which revealed corruption or who reject the charges, are intimidated, forced into silence and threatened legal proceedings or administrative harassment.

A State legacy of child abuse

Beginning with the internment in institutions of guardianship of Aboriginal children in the 1930s, 40 and 50, then with systematic abuse and torture more of 20,000 children in the case known as "The orphans of Duplessis", and finally the current abuses, cycle of destruction is is repeated in each generation of children of Quebec during the past seventy years. Suing the parents became a profitable activity for the army of State officials, lawyers, judges, psychologists and social workers. For decades the protagonists, paid by an omnipresent State, have created real connections between financial benefit, the advancement of career bureaucrats and workers of the judicial system. The lack of independence and judicial transparency paved the way for a culture of blatant corruption and impunity, maintained by the complicity of silence. This system directly feeds the suicide rate for men in Quebec, one of the most important in the West, with a ratio of 30/1000 for men.

The systematic abduction of children from their families and the destructuring of these creates millions of victims between separated brothers and sisters, parents and family circle. Growing up without the unconditional love of parents and family network indispensable for the construction of identity and culture of the person, the victims out broken emotionally system. Without the roles of reference, education and skills to function in a modern society, the dependency to drugs and/or alcohol go hand in hand. Judicial corruption

In the documentary "The thieves of childhood", the DPJ boasts to have won more than 90% of the causes. Years of secrets and impunity allowed them, as well as to the judicial system, to implement a system to holes and legal pitfalls to hunt down children and condemn parents without the need to present the necessary evidence and without duly observe the procedures.

In obvious violation of the fundamental principles of justice, judges are in close contact with the directors of the DPJ outside courtrooms. The reform of indigenous children:

Children are represented by assigned counsel that they have never met and are often prevented from attending the hearings. Therefore, the desires and interests of children are inadequately represented by these lawyers, who ultimately work for the State.


Counsel available to advise the children to the courts, approved by the DPJ, work, work and argue openly for the DPJ. Children, kept in isolation, are forced to testify against themselves or against their families.


Attempts to have counsel without links with the DPJ and from regions not earned by corruption, were blocked by lawyers who work in concert with the DPJ.

Without congestion to present evidence, and with the existing connivance in the judicial system, false testimony and fraud perpetrated by officials of the DPJ are recurrent.


Access to the transcripts of the hearings is often denied, thereby preventing parents and lawyers an opportunity to prepare their defence and blocking at the same time the complaints of the civil party and administrative actions against the DPJ, judges and lawyers.


Transcripts of hearings, when they are granted, have with temperatures and parts erased, to hide certain procedures of corruption.


Parents, whose legal actions are seen as a disturbance, are simply refuse access to the legal system in the courts and High Court.


Parents who dare to claim their rights y those of their children in the courts and the DPJ are fiercely attacked by counsel for the DPJ y by the judges in their decisions.

Trial eight closed and examinations

Once children under the authority of the DPJ, judicial and financial state resources are channelled in order to destroy the family ties, replace parental authority, weaken the emotional defenses and financial resources of the parents and children. The system and tactics are deliberately designed to provoke emotional and physical reactions in both children and parents, which will be subsequently used to justify the intervention of the DPJ.
Social aid, which count on the majority of Quebec families, are immediately interrupted, forcing parents to move to places reduced or less expensive. Thus, parents will be taxed instability and unable to provide a habitat suitable for their children.

Trading in children: an industry that operates at billion shots

More than 12 000 social workers of the DPJ are used each year to care for 70,000 children assessment procedures. Most of the employees are women, unmarried and without children. Most of them have no specific qualifications on social work or the attention of children. The only formal requirement to hire is to have completed secondary education. Recruits receive training for six days, after which it grants them the authority and mandate to withdraw children from parents. They are given a software with the technical jargon of procedures to assist in the preparation of the reports sent to the judges.

With a job and a pension for life, 37.5 hours of attendance per week, paid vacation and other benefits not found in the private sector, it is not difficult to find candidates for the posts of the DPJ. Monday to Friday, from 8 to 16 hours, these schedules ensure that boarding school children do not receive the attention they need, or any services or visits from their parents during the week, especially during the holidays and weekendsperiods in which the children remain out of communication. The DPJ workers receive bonuses based on their success in the taking of children.

YPD operates with a budget approaching the 650 million US dollars, with annual growth of 8 to 10%. The judicial system operates with a budget of 520 million US dollars, which at least 50% is granted to the procedures concerning children and their families. (With the exception of large companies and rich families, the legal system has been abandoned by the citizens because of high costs, complexity of the procedures and the perception of favouritism to officials.) (In the rare cases where damages are awarded, frequently they do not cover legal expenses, much less damage to the lives of the people.)

Parents who are trying to retrieve their children from boarding schools must pay millions of dollars in legal proceedings. Parents whose children have been removed must also pay for the placement of their children, as cut them all communication with them. The judges of the province of Quebec, approximately 300, receive an annual salary more of us $ 200,000, and have the benefits of legal immunity. In total, therefore, more than a billion US dollars of public money is spent each year to intern and give forced adoption of Quebec children.

Children are interned, deliberately and repeatedly, under the care of people with a history of alcoholism, addiction to drugs or violence. Children who develop the dependency to drugs, often to the age of 10 are then transferred to detention centres.


Up to 12 children his housed in a "host family", sometimes in the basement. Often there is only a single adult with no training, to watch. The drug is available facilemente.

Tools of corruption

The superposition of documents or the use of a document to several components is used to obtain a parental signature to accelerate decision-making of thousands of children each year in Quebec.

The simplest method is to organize a meeting with parents, teachers, stakeholders and members of the DPJ to evaluate children's progress. Several related sheets are presented to parents and asked to sign one copy per person, on the pretext to attest their presence in the meeting. These leaves, all different from other first presented page and without parents the know or have had time to check, will become the documents used by the DPJ which will assert that the decisions taken by the single YPD were obtained "with the consent" parents.

A variant of this method is to use the reverse of a folded document for the sign of the parents as a presence, to hide the contents of the intermediate pages for parents. Independent and open courts, respect for the law, and ethical treatment of children and their families, are pre required for a profitable and sustainable development. The investments made in the areas known for their corruption deserve more attention.
