The Association for mutual aid administration (YAR'ADUA) users comes to denounce child abuse to the burden of public assistance. On 40 departments, nearly 8,000 social workers are absent from the ADELI file, which is responsible for controlling their graduates and obligations.




Derivatives, false public writing and thousands of social workers in offence... in the protection of childhood! It is the finding of Laurence Brunet-Jacob, Member of the Association of mutual aid administration (YAR'ADUA) users. A manifesto, addressed to François Holland, with copy of evidence, points the abusive placements and child abuse.




Many associations are tackling all institutions responsible for the protection of children, justice social workers through local authorities, etc. They largely involve the judicial system.





On behalf of the independence of the judiciary, "some judges forget or deliberately violate the law" observes Laurence Brunet-Jacob. All these associations aware of many public forgery emanating from social workers and validated by the judge in full knowledge of the facts. For these associations, judges of childhood are poorly trained. The National School of the judiciary provides to always involve persons or to associations "most promising of an ideology that knowledge authentic" notes Ms. Brunet-Jacob.





The combat also the monitoring of social workers (social workers, psychologists, psychiatrists). All must be registered on the SAM file (according to a decree of 1998), whose purpose is, among other things, to verify the qualifications of each.

Philippe Seguin spoke in this case of "child hunt". "The abusive placements constitute one of the main causes of institutional abuse" says Laurence Brunet. At the sight of the derivatives, the ADUA and associations gathered in collective for the occasion sent a manifesto to the president of the Republic, asking that civil society and lawyers have a control of all these structures related to childhood.




They also claim that a code of good conduct be developed. The Ministry of health, Bertrand Dassé, head of the SAM file, did not want responding us because of a 'maintenance that went wrong held with some journalists.

This 433-17 of the penal code article reminds that "use, without right, a title attached to a regulated profession by the public authority or an official diploma or quality which the qualifying conditions are fixed by the public authorities is punishable by one year imprisonment and a fine of € 15,000.




For Laurence Brunet-Jacob, "this person can't read the penal code. "Just reading the parliamentary debates on the SAM file to understand that psychologists and social services assistants are in title theft, Mr Dassé confirmed us on 9 October 2013 in his Office" says.




For social workers who are still not convinced of the requirement to be included in this file, they will only need to refer to article L411-2 of the code of social action of the families that begins as follows: "social service assistants are required to register without charge their diploma or certificate of ability to practice before the service of the competent State or of the body designated for this purpose. In case of change of employment status, they shall inform this service or this organization".



Article 222 of the code of the family and social assistance will go in the same direction: 'assistants, assistants or social service assistants are obliged, within the month following their entry on duty to save the prefecture graduation, patent, title or certificate.




In Ille-et-Vilaine, things seem to move, finds Laurence Brunet-Jacob. The gendarmes are beginning to raise numerous complaints of child victims to the Attorney. Hope the system works...
